Ohakea Sector Procedures

Section 1: General

1.1 Area of Responsibility

NZOH_CTR (Ohakea Sector) is responsible for all controlled airspace within their designated area of responsibility (see diagram), excluding Napier, Ohakea and Palmerston North Towers when those positions are online.

Controls up to FL600.

Section 2: Raglan Sector Procedures

2.1 Area of Responsibility:

Raglan is responsible for controlled airspace within their area of responsibility as depicted in Part 1, Section 1.1, of the Raglan Sector SOP.

2.2 Transfer of Control Points:

Unless otherwise coordinated, the transfer of control point shall be at the common airspace boundary

2.3 Transfer of Communications:

Unless otherwise coordinated, the transfer of communications shall occur prior to the common airspace boundary.

Section 3: Bay Sector Procedures

3.1 Bay of Responsibility:

Bay is responsible for controlled airspace within their area of responsibility as depicted in Part 1, Section 1.1 of the Bay Sector SOP.

3.2 Standard Descents:

Ohakea may descend aircraft to the following levels without coordination:

Landing NZAP: 11,000

Landing NZTG, NZRO, NZWK: FL210

3.3 Transfer of Control Points:

Unless otherwise coordinated, the transfer of control point shall be at the common airspace boundary

3.4 Transfer of Communications:

Unless otherwise coordinated, the transfer of communications shall occur prior to the common airspace boundary.

Section 4: Wellington Terminal Procedures

4.1 Area of Responsibility:

Wellington Terminal is responsible for controlled airspace within their area of responsibility as depicted in Part 1, Section 1.1, of the Wellington Terminal SOP.

4.2 Arrival Sequencing:

Ohakea shall ensure that aircraft on the same STAR/routing, landing NZWN or NZWB, are sequenced such that they are 10 miles in trail of each other, unless otherwise coordinated.

4.3 Standard Descents:

Unless otherwise coordinated, Ohakea shall descend aircraft to the following levels:

Landing NZWN/NZWB/NZPP:  11,000, or lower cruise

4.4 Transfer of Control Points:

Unless otherwise coordinated, the transfer of control point shall be at the common airspace boundary

4.5 Transfer of Communications:

Unless otherwise coordinated, the transfer of communications shall occur prior to the common airspace boundary.

Section 5: Napier Tower Procedures

5.1 Area of Responsibility:

Napier Tower is responsible for all flights within the NR CTA/D and CTR/D.

5.2 Standard Descents:

Unless otherwise coordinated, Ohakea shall descend aircraft to the following levels:

Landing NZNR/NZHS:  10,000, or lower cruise

5.3 Transfer of Control Points:

Arriving Aircraft:
MOOSE; or
NUNSO; or
RUAHI; or
WEBER; or
30 NR DME


Departing Aircraft:
30 NR DME; or
Passing 8,000’, whichever is first

5.4 Transfer of Communications:

Arriving Aircraft:
MOOSE; or
NUNSO; or
RUAHI; or
WEBER; or
30 NR DME

Departing Aircraft:
30 NR DME; or
Passing 8,000’, whichever is first

5.5 Unattended Procedures:

When Napier Tower is offline, Ohakea is responsible for issuing IFR clearances to departing aircraft.

Section 6: Gisborne Tower Procedures

6.1 Area of Responsibility:

Gisborne Tower is responsible for all flights within the GS CTA/D and CTR/D as well as the AA CTA/D, 9,500’ or below, within 40 GS DME.

6.2 Standard Descents:

Unless otherwise coordinated, Ohakea shall descend aircraft to:  10,000, or lower cruise

6.3 Transfer of Control Points:

40 GS DME, unless otherwise coordinated

6.4 Transfer of Communications:

40 GS DME, unless otherwise coordinated

6.5 Unattended Procedures:

When Gisborne Tower is offline, Bay is responsible for issuing IFR clearances to departing aircraft.

Section 7: Ohakea Tower Procedures

7.1 Area of Responsibility:

Ohakea Tower is responsible for all flights within the OH CTR/C, 2,500’ or below.

7.2 IFR Departures:

Ohakea Tower shall request an IFR release from Ohakea for all departures prior to clearing the aircraft for take off.

Unless otherwise coordinated, aircraft shall be released on track.

7.3 IFR Arrivals:

Ohakea shall restrict aircraft on visual approach to 3,000’ unless otherwise coordinated.

Aircraft on an instrument approach may descend below 3,000’ in accordance with the published profile.

7.4 Transfer of Control:

Departures:  3,000’, unless otherwise coordinated
Arrivals:  Within 5 OH DME

7.5 Transfer of Communications:

Departures:  Airborne
Arrivals (on an instrument approach): At 10 OH DME, established on a straight in approach or following a DME Arc approach; or Beacon outbound, commencing an approach from the overhead.
Arrivals (on a visual approach): 10 OH DME.

7.6 Unattended Procedures:

When Ohakea Tower is offline, the Ohakea Sector is responsible for issuing IFR clearances to departing aircraft.

Section 8: Palmerston North Tower Procedures

8.1 Area of Responsibility:

Palmerston North Tower is responsible for all flights within the PM CTR/D, 1,500’ or below.

8.2 IFR Departures:

Palmerston North Tower shall request an IFR release from Ohakea for all departures prior to clearing the aircraft for take off.  Palmerston North Tower shall specify which SID (or other requested departure procedure) the aircraft will be flying when requesting a release.

8.3 IFR Arrivals:

Ohakea shall restrict aircraft on visual approach to 2,000’ unless otherwise coordinated.  Aircraft on an instrument approach may descend below 2,000’ in accordance with the published profile.

8.4 Transfer of Control:

Departures:  2,000’, unless otherwise coordinated
Arrivals:  Within 7 PM DME

8.5 Transfer of Communications:

Departures:  Airborne
Arrivals (on an instrument approach): At 10 PM DME, established on a straight in approach or following a DME Arc approach; or Commencing base turn, following an approach from the overhead.
Arrivals (on a visual approach): 10 PM DME.

8.6 Unattended Procedures:

When Palmerston North Tower is offline, Ohakea is responsible for issuing IFR clearances to departing aircraft.
