Welcome to the Oceanic Endorsement Course.
This is an optional endorsement which can be added to any VATSIM Enroute rating or higher.
Upon successful completion of this course, you will be awarded an Oceanic Endorsement. An Oceanic Endorsement permits you to control any of the oceanic sectors in the YMMM, YBBB and NZZO FIRs, or other oceanic sectors as per the 'Participating FIR's' section of the Oceanic Procedures Manual.
The pre-requisites for this endorsement are:
1. Enroute rating (or higher).
2. A minimum total of 50 hours (active ATC) with at least 25 of these being enroute (CTR).
3. Must be a member, or visiting controller in VATPAC or VATNZ. Members or visiting controllers in the USA should obtain their Oceanic Endorsement through VATUSA.
The course is based on student-driven learning. This means that you can take things as fast or slow as you like. We estimate that students should be able to complete the rating successfully with approximately 3-5 hours of study, although this will vary.
Do keep in mind that this is not a race - there is no reason to rush. It is far better to take your time and be fully prepared. We hope you enjoy the course and look forward to seeing you doing some Oceanic control.
On completion of this course, you will be awarded your Oceanic Endorsement.
Oceanic Controllers are responsible for ensuring the separation of aircraft which are flying over large expanses of ocean, where conventional surveillance systems i.e. radar cannot reach. This means that Oceanic Controllers have to use procedural (time based) separations to separate aircraft.
In 2010, the Pacific Oceanic Partnership was formed between VATPAC, VATUSA and VATNZ. This partnership allows any member of the above divisions to provide Oceanic control services within the oceanic airspace of any of the other divisions without needing to complete any local tests. The partnership specifies two documents, one is a common syllabus for which Oceanic Controllers are to be trained to and the other is the agreement document, which the three regions need to conform to. These documents are found below.
The VATPAC Oceanic Course, which is used by VATNZ to conduct the theory component of training, covers all items in the partnership syllabus, therefore all VATNZ trained Oceanic Controllers meet the requirements of the partnership agreement.

Oceanic Control Theory Quiz
As part of the VATPAC Oceanic Endorsement Course, you will find two theory quizzes. One is based on Oceanic theory and the other contains practical examples for you to solve.
The first section of the document below outlines the competencies on which you will be assessed. The second section is a comprehensive training manual that elaborates on the competencies and provides an explanation of all the relevant Oceanic concepts such as separation standards, HF & SELCAL, and coordination. This is your primary reference for exam preparation.
Once you have completed your preparation and feel ready for assessment, goto VATPAC Oceanic Endorsement Course and proceed to the first exam.
