Procedural Oceanic Controller course (C1 endorsement) - Part 1

Welcome to the Oceanic Endorsement Course.

Upon completing this course, you are granted an oceanic endorsement, permitting you to operate oceanic sectors as per the Pacific Oceanic LOA, accessed here.  

Oceanic controllers are responsible for ensuring the separation of aircraft flying over large expanses of ocean where conventional surveillance systems, i.e. radar, cannot reach. Therefore, oceanic controllers use procedural control techniques through pilot position reports to apply separation. The advent of SBAS and ADS allows for automated electronic position reports in the real world; however, on VATSIM, manual position reports via HF (and CPDLC at the controller's discretion) are still required. The vatSys controller client displays uncorrelated targets at their estimated positions based on strip-amended ETAs when outside radar coverage.

Course Prerequisite:

VATSIM C1 rating (or higher)

Theory Component:

Theoretical training (which includes the assessment component) consists of theory study. 

Assessment/Tutorial:

The assessment is in three parts.

Part 1 is a multi-choice written examination with an 80% pass mark required to progress.

Part 2 is a written assignment with no passing mark. Once you have completed the examination, email the ATC Training Director at atctraining@vatnz.net to gain access to the assignment. This is marked during a tutorial session.

Part 3 is an online session during which the theoretical and practical concepts of oceanic procedural control are discussed, including vatSys oceanic profiles and the Pacific LOA.

Additional requirements:

  • Competence in the vatSys controller client
  • At least 125 hours of active ATC, with at least 25 of these controlling an enroute (CTR) position
    • (Note: solo endorsement hours do not count as part of the 25 hours on an enroute position)
  • Clarification of above Division requirements: Candidates must be a member of, or visiting controller in, VATNZ, except that:
    • Members from VATPAC must obtain their Oceanic Endorsement through VATPAC.
    • Visiting controllers from the USA must obtain their Oceanic Endorsement through Oakland ARTCC.
    • Members of VATJPN and VATMEX must obtain their Oceanic Endorsement from their respective Divisions.
